The Program Manager is responsible for overseeing specialized mental health programming at the Worcester County Jail and House of Correction (WHOC) including the mental health unit, Medication Assisted Treatment (MAT) unit and re-entry program. They ensure compliance with all statutes, regulations and contractual requirements.  The Program Manager is responsible to carry out all functions of the Mental Health Clinician.

Responsibilities

  • Provide clinical and administrative supervision of program supervisors and staff.
  • Collaborate with jail personnel, external partners and vendors.
  • Develop, monitor and track Quality Improvement projects.
  • Participate in annual update of all Advocates WCJHOC policies.
  • In conjunction with the Director, conduct clinical trainings and lead staff meetings
  • Participate in training of correctional officers, non-correctional staff and administration as requested/needed.
  • Provides on-call coverage as needed and agreed upon with the Program Director.
  • Ensure compliance with NCCHC and ACA accreditation as well as compliance with WHOC policies pertaining to the delivery of mental health services.
  • Ensure that all inmates are treated with dignity and respect in accordance with policies & procedures.
  • Perform all duties in accordance with the agency and WHOC policies and procedures.

Qualifications

  • Masters or doctoral degree in Social Work, Psychology, or Mental Health Counseling and preferably a minimum of 2 years’ experience in a corrections environment.
  • Current Massachusetts independent practice licensure in Social Work, Psychology, or Mental Health Counseling.
  • Demonstrated understanding of and competence in serving clinically and culturally diverse populations.
  • Strong analytical, numerical and reasoning abilities.
  • Ability to communicate effectively verbally and in writing.  Ability to read and speak English.
  • Must be able to perform each essential duty satisfactorily
  • High energy level, superior interpersonal skills and ability to function in a team atmosphere.
